On December 9, 21 the APD held a hybrid Round-Table on the topic of Agricultural Subsidies with about 40 stake holders.<\/strong><\/p>\n\n\n\n

The stakeholders were from state institutions, the private and science sector from Kazakhstan and Germany. Yerbol Yessenyev<\/strong>, Atameken\u2019s Director of the Agribusiness Department, moderated the event which was held in a hyprid format. Mr. Akylbek Kurishbayev<\/strong>, Member of Senat, Committee on Agrarian Affairs, Nature Management and Rural Development and Ms. Saule Moldabaeva<\/strong> Director of the Strategic Planning and Analysis Department from the Ministry of Agriculture in Kazkahstan and Dieter G\u00f6rtz<\/strong> from the Departement of EU-Finance within the Federal Ministry of Food and Agriculture welcomed the audience from the political sides. Vice-Minister Mr. Rustem Kurmanov<\/strong> from the Ministry of Agriculture took part online.<\/p>\n\n\n\n

Professor Martin Petrick, well-known for his<\/strong> expertise in eastern countries, from the University of Gie\u00dfen presented an analysis of Kazakhstan\u2019s agricultural subsidy system in the light of Russian and Ukrainian experience. According to his data Kazakhstan\u2019s agricultural output growth exceeds that of peers such as Russia and Ukraine. Mr. Petrick emphasized the importance to scrutinize the implementation as well as the administration especially of credit subsidies. Dauren Oshakbayev<\/strong> from the Center of Applied Research (Talap) reported about the principles of subsidy evaluation and Alexander Barnewitz<\/strong> presented the results of a survey which APD conducted together with ATAMEKEN among farmers with regard to their engagement in subsidies. In the intensive and broad discussion after the presentations, Ms. Saule Moldabaeva<\/strong> explained the approach of the Ministry of Agriculture and underlined that the effectivity of subsidies is quite difficult to assess and should be monitored permanently. It was mentioned that also the quality of education has an impact on their effectivity. All participants agreed on the statement that as important as the overall volume of subsidies is its proper focus and administration.<\/p>\n\n\n\n
